Office of the Controller
The office of Controller exists to perform the accounting and payroll functions for county fiscal operations. We are the watchdog over the operations and we help and ensure that all offices abide by the county code. The office employees perform their functions in a professional and friendly manner, respectful of those they serve, to the betterment of all Lawrence County residents. Our positive attitude and helpful actions promote a congenial and efficient work environment. Our office prides itself on Professionalism, Honesty, and Respect.
The Controller’s Office is commonly called the “watchdog” of the County Funds.
The County Code established that “The Controller shall supervise the fiscal affairs of the County, including the accounts and official acts relating thereto of all officers or other persons who shall collect, receive, hold, or disburse the public monies of the County.” In other words, the Controller is the Chief Accountant and Auditor of the County.
The Controller’s Office was established by an Act of Legislation on September 5, 1931. The office is organized into several distinct departments:
- Accounts Payable
- Internal Auditing
The Controller is also responsible for receiving sealed County bids and serves on the Salary Board, Prison Board and the Retirement Board.
A Message From Your Controller
I am proud to be the 7th Controller of this fine county since its establishment in 1931. I am very excited to be the watchdog over county funds and pledge to be diligent in my efforts. As we move into a new era in Lawrence County, it is extremely important to prepare ourselves for the next decade and beyond. We must utilize technology and all best business practices to keep our county responsive to the needs and services that our taxpayers require and expect.
My many years in public accounting have made me uniquely qualified to sharpen our audit procedures and help to ensure that we inspect, what we except. Our motto is to “Love many and trust few”. The internal accounting controls and segregation of duties throughout our County will be monitored and strengthened to ensure against neglect, fraud, waste and abuse.
